Welfare to Work Division
The Welfare-to-Work (WTW) Division provides policy oversight of the California Work Opportunity and Responsibility to Kids program (CalWORKs), California's version of the federal Temporary Assistance for Needy Families (TANF) program and other programs such as Food Assistance, Emergency Food Assistance Program (EFAP), Fraud, Automation, Child Care, Refugees, and Tribal TANF programs.
Cash Assistance (CalWORKs)
CalWORKs provides eligible needy families with time-limited cash assistance grants and welfare-to-work services.
Food Assistance
The CalFresh Program (formerly Food Stamp Program) helps to improve the health and well-being of qualified households and individuals by providing them a means to meet their nutritional needs. CalFresh benefits can be accessed using the EBT (Electronic Benefit Transfer) card.

Emergency Food Assistance Program (EFAP)
EFAP provides United States Department of Agriculture (USDA) commodities to a network of food banks for distribution to eligible individuals and households within their service area.
Refugee Resettlement Program (RRP)
The Refugee Resettlement Program assists the refugee populations to adjust socially and attain the skills needed for finding employment and becoming self-sufficient as quickly as possible.
Reporting Fraud
If you suspect someone is committing fraud with their CalWORKs or EBT card, the Fraud Bureau can help.
Tribal TANF
The Tribal TANF Program assists California Indian Tribes by providing the funding, tools, and resources necessary for Tribes or Consortium to administer their own Tribal TANF Program.
