Continuum of Care Reform (CCR) History

In September 2012, the California Department of Social Services (CDSS) in partnership with the County Welfare Directors Association of California (CWDA) launched the Continuum of Care Reform (CCR) effort. Authorized through Senate Bill (SB) 1013 (Statutes of 2012), the CCR will develop recommended revisions to the state’s current rate setting system, services and programs serving children and families in the continuum of Aid to Families with Dependent Children – Foster Care (AFDC-FC) eligible placement settings. 

Through the CCR efforts, a detailed action plan will be developed and provided to the California Legislature by October 1, 2014. This action plan will include information on current reform improvements made administratively and recommended revisions to improve the Continuum of Care through legislative action.

CCR September 6th 2012 Kick-Off Meeting Material

On September 6, 2012, CDSS in partnership with CWDA, hosted the Continuum of Care: Roadmap to Reform kick-off event. This event brought together public and private stakeholders from various disciplines, and youth and families to begin the work necessary to reform the state’s current rate setting system, services and programs for California’s foster youth in out-of-home placements. CCR Steering Committee Meeting Materials

On October 24, 2012, CDSS in partnership with CWDA, hosted the Continuum of Care: Steering Committee meeting. The Steering Committee is an advisory body that will oversee the progress of three workgroups (e.g., Program, Fiscal, and Performance Measures and Outcomes). The Steering Committee will also review the workgroup deliverables, and provide feedback and comments on these deliverables in their areas of expertise and experience. Additionally, the Steering Committee will identify gaps and areas of concern to assist the workgroups in developing the best policies and practices for the children youth and families of California. CCR Accreditation Meeting Materials

On February 15, 2013, CCR held a meeting to explore National Accreditation of Foster Care Providers.

Three workgroups have been established to identify improvements that can be made administratively, as well as identify the revisions needed to improve the Continuum of Care through legislative action.
