About Notes from the SHD Training Bureau
Notes from the Training Bureau (Notes) is a periodical produced by the State Hearings Divisionís training staff in the Quality Improvement Bureau. A new issue of the Notes is published once or twice each month.
We are pleased to make the Notes available on our web site for claimants, counties, authorized representatives, program staff, and others involved in our hearing process. The Notes may be searched by aid category, issue code, cite, or item number.
The Notes provide information on topics important to the public assistance hearings handled by the State Hearings Division. Topics include:
- hearing procedures
- public assistance programs (CalWORKs, Food Stamps, Medi-Cal, etc.)
- eligibility and other issues likely to be raised in hearings
- recent court decisions
- All-County Letters and Information Notices issued by the Department of Social Services (CDSS)
- All-County Welfare Directorís Letters issued by the Department of Health Services (CDHS)
Some Notes provide a comprehensive in-depth examination of a hearing related topic, based on legal research and consultations with policy or programs units. For example, Notes have examined Equitable Estoppel, the Medi-Cal Community Spouse Resource Allowance (CSRA), and Able-Bodied Adults without Dependents (ABAWD) in the Food Stamp Program.
Some Notes provide a brief discussion of a of a hearing related topic such as Income of an Unmarried Parent in the CalWORKs Program and Assessing In-Home Supportive Services (IHSS) Needs for Children.
Other Notes provide summaries of recent CDSS All-County Letters and Information Notices and CDHS All-County Welfare Directorís Letters.
The primary purpose of the Notes is to communicate important information to the Administrative Law Judges of the State Hearings Division. We also distribute copies of the Notes to interested county staff, authorized representatives, and CDSS and CDHS program staff, upon request. To be added to the distribution list, see below.
