CDSS ACL 99-69 -- September 21, 1999 (Synopsis): CalWORKs Homeless Assistance Program

Effective July 22, 1999, AB 1111 increased the amount of homeless assistance payment and shortened the time an individual must wait to qualify for an exemption. For an assistance unit of four persons or less, the temporary shelter allowance is increased from $30 a day to $40 a day. The daily allowance for the fifth and each additional member is also increased from $7.50 a day to $10 a day.

Homeless Assistance is still a once in a lifetime benefit unless a person can establish an exception to the once in a lifetime rule. Exceptions include homelessness as a result of domestic violence by a spouse, partner or roommate, uninhabitability of the residence due to a sudden and unusual circumstance such as a fire or other natural catastrophe or due to a medically verified physical or mental illness. AB 1111 reduced the time in which a recipient may receive temporary or permanent homeless assistance through an exception from once every 24 months to once every 12 months.
