The CDSS issued ACL 99-32 which provided questions and answers on Welfare to Work issues such as SIP denials, sanctions and supportive services denials or reductions. That ACL was written because the CDSS determined that counties were improperly implementing Welfare to Work in some respects.
ACL 99-38 followed and instructed counties to correct inappropriate Welfare to Work actions. Counties were instructed to display a Temp 2167A poster in county offices and in employment service sites from June 15 through August 20, 1999. ACL 99-38 also provided a copy of a CalWORKs SIP Review Request Form with instructions for counties to make them available to recipients so that such persons could request review of a SIP denial or other adverse action concerning the SIP.
This ACL advises that counties were instructed to have a readily available supply of Temp 2171 forms in county offices and employment service centers. The Temp 2171 advises Welfare to Work participants that they have until the extended date of October 29, 1999 to request a SIP review.
