Personal Care Services Program Changes

ACWDL 99-13 dated March 29, 1999 stated that the PCSP program has been expanded to include the aged, blind or disabled-medically needy population. This resulted in about 18,000 IHSS income eligibles shifting to PCSP.
Because of the difference in eligibility rules between IHSS, which uses SSI/SSP rules and Medi-Cal, a share of cost buyout was included with the implementing legislation. This makes it necessary for counties to track the difference in the IHSS and Medi-Cal share of cost.
As stated in ACWDL 99-13, when an individual who is now PCSP eligible and has both an IHSS and a Medi-Cal share of cost, the individual shall not be financially disadvantaged under state law. If the IHSS share of cost is higher, the recipient must meet the lower Medi-Cal share of cost, not the higher IHSS share of cost. If the Medi-Cal share of cost is higher, the recipient must meet the lower IHSS share of cost, and the state will pay the amount between the IHSS and Medi-Cal share of cost.
