This ACL reminds counties that they must develop written policies and procedures for those areas in CalWORKs in which they have discretion to set standards. MPP§11-501.3 requires that, for those areas in which counties have discretion to adopt specific standards that affect an applicant or recipient's CalWORKs eligibility, grant amount or WTW activities, policies and procedures must be in writing and be made available to the public upon request.

This ACL lists 19 areas in which the counties must develop written policies and procedures. A few of these areas are:

• Determining good cause for not attending school regularly.
• Verifying regular school attendance.
• Certifying when there is no job currently available for the recipient who has received CalWORKs for the applicable 18 or 24 month time limit.
• Establishing satisfactory progress for purposes of allowing a person to continue in a self initiated program (SIP)
• Making the determination that a program leads to employment for recipients whose SIP is not on a list of approved SIPs.
