Implementation of the Simplified Food Stamp Program (SFSP)
This ACL transmits emergency regulations that amend CalWORKs and food stamps regulations and implement the SFSP. The SFSP will allow counties to combine the amount of CalWORKs cash grant and food stamp allotment when determining the maximum number of hours that the recipient may participate in CalWORKs unpaid work experience and community service activities.
In addition to attaching proposed regulations, this ACL includes a summary of significant changes to CalWORKs and food stamps regulations, SFSP guidelines for the calculation of unpaid work experience and community service participation hours. Several CalWORKs regulations at MPP §§42-711.9 and 42-716.111 address the number of hours a WTW participant who is in community service or work experience must work.
Food stamp regulations at MPP §§63-407.2 and .5 are also summarized. MPP §63-407.54 specifies that an individual who is sanctioned for failing to comply with CalWORKs work requirements for community service and unpaid work experience shall also be sanctioned in food stamps.
These regulations were also issued in Manual Letter EAS 01-03 with an April
1, 2001 effective date.
