Statewide Fingerprint Imaging System (SFIS) in CalWORKs and Food Stamps
Reference: Sheyko v. Saenz
In Sheyko, the California Superior Court issued a writ of mandate dated August 10, 2001 that ordered the CDSS to do the following in pertinent part:
¨ Refrain from denying or terminating benefits for a CalWORKs or food stamp
applicant or recipient who fails to comply with the SFIS requirements as opposed
to refuses to comply with these requirements.
¨ Refrain from requiring compliance with SFIS requirements by parents and
caretaker relatives who are not themselves recipients of but were applicants
on or before July 21, 1996, for AFDC and/or food stamps for children with continuing
eligibility who are currently receiving benefits.
¨ Refrain from requiring that parents and caretaker relatives who are not
applying for or receiving either CalWORKs and/or food stamps for themselves
be finger imaged and photo imaged as a condition of eligibility for benefits
for other family members when another parent or caretaker relative in the family
is applying for or receiving CalWORKs and/or food stamps for themselves and
has been finger imaged and photo imaged.
The CDSS will appeal this last provision.
