Subject: IHSS/PCSP Applications Where the Provider is a Close Friend
When the county processes an IHSS/PCSP application where the applicant is living with a close friend who is also the provider of services, the county should to refer the case to the CDSS Community Care Licensing Division (CCLD) district office. The CCLD district office will then determine whether the living arrangements require a CCLD license.
If the CCLD district office notifies the county that no CCLD license is required, the county should then process the IHSS/PCSP application and authorize benefits as otherwise eligible. If the CCLD determines that a license is required, CCLD will notify the county of its decision and county IHSS/PCSP staff will then notify the applicant that he/she is ineligible for IHSS/PCSP.
