Subject: Amended CalWORKs Welfare-to-Work Post 18- and 24-Month Participation Requirements

Prior to the passage of AB 1692, recipients who had reached the 18- or 24-month time limit and were not employed sufficient hours to meet work participation requirements, were required to participate in either unpaid community service, unsubsidized employment or grant-based on-the-job training (OJT). AB 1692, effective January 1, 2002 amends state statutes to include the U.S. Department of Labor (DOL) WTW Grant Program community service or work experience as allowable work activities for post 18- or 24-month CalWORKs recipients. The DOL WTW grant program provides employment and training services to hard to employ cash assistance recipients. These services include paid work experience and community service.
