Effective October 1, 2002, there is a new provision for treating senior parent income. Assembly Bill 444 eliminates the provision in MPP §§89-201.51 through .57 that the income of a senior parent is not deemed available to the minor parent's child(ren). In effect, as of October 1, 2002, senior parent income is deemed available to the minor parent's children.
For retrospective budgeting purposes, the new rules apply to October 2002 income that is used to compute the December 2002 CalWORKs grant.
There are two examples attached explaining how to compute the CalWORKs grant when there is a senior parent. One example includes the senior parent in the assistance unit and one example excludes the senior parent.
