Addresses the issue of the beginning date of services for the Personal Care Services Program (PCSP). In general, the beginning date for PCSP is the same as for In-Home Supportive Services (IHSS). Services are authorized the latest of the date of application (i.e., the date the county receives a request from the applicant's representative), the date the applicant is eligible for services if such date is after the application date, or the date a provider begins providing services after the county has authorized such services.
