ADH -- Proof of Receipt for FS IPVs Eliminated

Effective February 15, 1996, AAD no longer must establish proof of receipt before conducting a FS ADH. Therefore, notices scheduling FS ADHs will be sent by first class mail, not by certified mail, return receipt requested, restricted delivery. The ADH may proceed if the notice was mailed early enough to assure receipt by the respondent at least 30 days before the hearing and the notice was not returned undelivered.

With this change, FS and AFDC ADHs now have the same mailing procedure. A Notice of Hearing for an AFDC/FS ADH will be mailed in one envelope to each respondent for which the county requests both an AFDC and FS IPV.
