ACL 96-14 provides that English as a Second Language (ESL) classes are appropriate for Cal-Learn participants whose proficiency in English is so limited as to preclude the teen from participating in programs to obtain a high school diploma or equivalent.
ACL 96-15 provides that alternative education programs that normally issue fewer than four report cards may provide four report cards so counties can establish bonuses and sanctions for Cal-Learn teen parents. The report cards may be issued per an agreement between the county and education program or unilaterally issued by the education program.
