Notes from the Training Bureau - September 29, 1996

All-County Welfare Directors Letter (ACWDL) 95-75 dated December 1, 1995, includes a copy of draft proposed regulations on trusts; these regulations add significantly to CCR §50489. A copy of this ACWDL was distributed to each CDSS judge.

The California Department of Health Services (CDHS) recently issued Medi-Cal Eligibility Procedures Manual Letter #159, which is 101 pages and provides information on how trusts and annuities are treated and valued in determining Medi-Cal eligibility. This Manual Letter, which provides an excellent resource on trust issues, is available in each AAD law library.

Training on the treatment of trusts and annuities in the Medi-Cal Program will be presented to CDSS judges in Sacramento on October 7, 1996, by CDHS staff Kathy Harwell, Marlene Ratner, and Sharyl Shanen-Raya. This training will cover Medi-Cal Eligibility Procedures Manual Letter #159 and several subsequent updates/changes to this Manual Letter. AAD’s Staff Development Training Bureau (SDTB) will videotape this training and distribute a videotape for each AAD law library.
