In IHSS and PCSP decisions, it is NEVER appropriate for a judge to order a county to make payment to a provider. It is also not appropriate for a judge to order a county to provide a claimant with timesheets.
An order must address a claimant(s), not an IHSS provider. When appropriate, a judge may order a county to reimburse a claimant for IHSS or PCSP hours to the extent not previously authorized.
