AFDC Regionalized Grants -- CDSS All County Letter (ACL) 96-60 dated November 1, 1996

Effective January 1, 1997, the AFDC Maximum Aid Payment (MAP) for almost all AFDC Assistance Units (AU) will be reduced.

The new regulations divide California into two regions. The MAP for counties in region 1 (i.e., Alameda, Contra Costa, Los Angeles, Marin, Monterey, Napa, Orange, San Diego, San Francisco, San Luis Obispo, San Mateo, Santa Barbara, Santa Clara, Santa Cruz, Solano, Sonoma, and Ventura) will be reduced by 4.9%. The MAP for counties in region 2 (all other counties) will be reduced by 9.56%.

The MAP will not be reduced for a limited number of control AUs in Alameda, Los Angeles, San Bernardino, and San Joaquin Counties. Control AUs continue to use 1992 MAP and Minimum Basic Standard of Adequate Care (MBSAC) levels.

Since both region 1 and region 2 have exempt and nonexempt AUs and the MAP for the control AUs will not change, five (5) different MAPs will exist in California as follows:

1. Region 1 exempt MAP

2. Region 1 nonexempt MAP

3. Region 2 exempt MAP

4. Region 2 nonexempt MAP

5. MAP (1992) for control AUs

 

The MBSAC remains the same for region 1 AUs but is reduced by 4.9% for region 2 AUs. Control AUs continue to use 1992 MBSAC levels.

Regionalized AFDC grants necessitated major changes to MPP §40-187 concerning inter-county transfers (ICT). These changes are effective January 1, 1997 for new and pending ICTs.

The chart below is attachment I to CDSS ACL 96-60. This ACL (and errata) also includes examples of ICT situations, draft regulations, and tables listing the new MAP and MBSAC levels.

Consider County A to be the former county of residence and County B to be the new county of residence. Here is a summary of situations and treatment:
