Effective July 1, 1997, new Medi-Cal applicants who are not lawfully present in the United States are no longer eligible for state-only funded nonemergency pregnancy related services. Effective August 1, 1997, current Medi-Cal recipients of state-only funded nonemergency pregnancy related services will have their level of benefits reduced to emergency services only.

The discontinuance of state-only nonemergency pregnancy related services does not apply to the following:

qualified aliens (including aliens who have been battered or subjected to extreme cruelty in the United States or aliens whose children have been battered or subject to extreme cruelty in the United States, and for whom the U.S. Attorney General has made a determination that makes them eligible for services)

nonimmigrant aliens under the Immigration and Nationality Act (INA)

aliens paroled into the United States for less than one year under Section 212(d)(5) of the INA

The above immigrants would need to provide documentation of their status in order to receive nonemergency pregnancy related services.
