Per Cooper v. Anderson, a county may not change an IHSS method of delivery of services without the beneficiary’s consent unless any of the following apply:
(a) The recipient is using the IHSS payment for other than the purchase of services.
(b) The recipient fails to submit time sheets within 90 days from the date of payment.
(c) The recipient has not provided timely payment to the provider.
