CDHS ACWDL 98-06 -- January 13, 1998 (Synopsis): Expansion of Medi-Cal Children’s Programs

Recent legislation changed the Medi-Cal program so that more children will receive $0 share of cost Medi-Cal. Effective March 1, 1998, Senate Bill 903 and Assembly Bill 217 amend W&IC §14148.75 to allow for the disregard of children’s resources in the percent programs. Children ages one to six with a family income at or below 133% of the Federal Property Level (FPL) and children ages six to 19 with a family income at or below 100% of the FPL will no longer have a property test.

In addition, the 100% program will apply to all children between ages six and 19. The provision that children between ages six and 19 cannot be born before September 30, 1983, is removed effective March 1, 1998.

The impacted regulations are Title 22, California Code of Regulations (CCR) §§ 50262 and 50262.5. Draft regulations applying these new standards are included with this ACWDL.
