Welfare & Institutions Code Section 11450.04 requires applicants and recipients of AFDC and CalWORKs to be informed prior to application of the MFG rule that no aid will be provided for any child born into an AU that has received aid for at least ten months immediately prior to the birth of the child. MPP Section 44-314.31 says: "The MFG applies when the AU has received written notice of the MFG at least ten months prior to the birth of the child."
This ACIN advises of state mailing procedures for the Temp 2102 stuffer notice that was mailed to AFDC recipients in the last week of July 1996 advising recipients of the new MFG rules. This ACIN is to be used by counties as evidence in cases involving an MFG issue where the recipient was an AFDC recipient in July 1996.
