CDSS ACIN I-04-99 -- January 25, 1999 (Synopsis): Adult Services Programs

This ACIN provides a summary of statutes enacted during the 1998 legislative session that impact the Adult Services branch. The summarized statutes include the following:

AB 2779 Chapter 329

IHSS recipients who are not otherwise eligible for Medi-Cal, who have a share of cost, and whose provider meets PCSP eligibility standards may be considered to be PCSP recipients. For those recipients who have a Medi-Cal share of cost that exceeds the IHSS share of cost, the state pays the difference between the two shares of cost. Implementation of this statute is contingent upon obtaining a federal waiver. (A federal waiver was obtained and the statute is effective April 1, 1999. See ACWDL 99-13, March 29, 1999 for more details on this issue.)

AB 1656 Chapter 324

This legislation appropriated $8.3 million to reinstate the Special Circumstances program that had been suspended since July 1992. This program assists aged, blind and disabled SSI/SSP, IHSS and CAPI recipients with payments for nonrecurring special needs for such items as repair or replacement of appliances lost in a catastrophe. This program was reinstated effective August 21, 1998.

AB 2779 Chapter 329

This established the Cash Assistance Program for Immigrants (CAPI) effective September 28, 1998. The CAPI program provides cash benefits that are $10 less than SSI/SSP payments to legal immigrants who meet SSI/SSP program criteria but are ineligible for SSI/SSP solely due to immigrant status pursuant to Public Law 104-193.
