IHSS Intercounty Transfers

Intercounty Transfer (ICT) regulations have been added to the IHSS program effective August 1, 1999. The definition of ICT transfer is found at §30-701 (i)(1). An ICT is defined as a transfer of responsibility for the provision of IHSS services from one county to another when the recipient continues to be eligible for IHSS. The full text of the ICT transfer regulation is found at §30-759.9.

These regulations specify that there shall be no interruption or overlapping of services as a result of a recipient moving from one county to another. The transferring county is responsible for authorizing IHSS until the transfer is completed. The transfer period is to end as soon as administratively possible, but not later than the first day of the month following 30 calendar days after the transferring county has notified the receiving county of the transfer. Thus if on January 20 the transferring county notifies the receiving county that the IHSS recipient has moved to that county, the transfer must be completed no later than March 1 and the receiving county is responsible for payment from that date forward.
