This Management Bulletin explains the new administrative payment calculation for day care home (DCH) sponsors in the Child and Adult Care Food Program (CACFP), effective October 1, 2010. The 2010 Healthy, Hunger-Free Kids Act streamlines the calculation of DCH sponsor administrative payments.
Effective October 1, 2010, DCH sponsor administrative payments are determined as follows: the number of DCH provider homes that submitted a claim for reimbursement during the month is multiplied by the appropriate federal fiscal year administrative reimbursement rates. Previously, payments were calculated based on the lowest of four year-to-date formulas.
The California Department of Education (CDE) is modifying the Child Nutrition Information and Payment System (CNIPS) to accommodate this change. The CDE will post a message on the CNIPS Message Board to alert DCH sponsors when the new calculation is in effect. If the new calculation, retroactive to October 2010, results in additional administrative year-to-date payments, the CDE will automatically send sponsors the payments. No action is needed by DCH sponsors to receive the retroactive payment.
