On November 1, 2016, the California Department of Education (CDE) hosted a topical input session to receive public and stakeholder input regarding development of the CCDBG 2017–18 Quality Improvement Expenditure Plan.

9:30 a.m.–9:40 a.m.
Parental Complaints

State required to maintain a record of substantiated parental complaints & makes info available to the public upon request. [CCDBG (658E(c)(2)(C) and 45 Code of Federal Regulations (CFR) 98.32]

9:40 a.m.–10:10 a.m.
Consumer Education Information

Information on availability of subsidized child care services; quality of providers; information on State Web site, regarding licensing process, background checks, monitoring and Inspections, and offenses that prevent serving as a child care provider; other programs for families that receive financial assistance; Special Education, research and best practices on children’s development; State policies regarding social-emotional behavioral health of children; and Information on developmental screening. 10:10 a.m.–10:45 a.m.

Training and Professional Development Requirements

Enable providers to promote social, emotional, physical, and cognitive development of children and improve the knowledge and skills of the workforce; be conducted on an on-going basis, provide for progression of professional development which may include postsecondary education, reflect current research and best practices, and improve the quality of, and stability within, the child care workforce; be developed in consultation with the State Advisory Council and may engage training providers in aligning training opportunities; incorporates knowledge and application of State’s Early Learning Guidelines (ELGs, i.e., Foundations), health and safety standards, and social-emotional behavior intervention models; be accessible to providers supported through Indian tribes/organizations receiving CCDF; to extent practicable, are appropriate for different age groups, English learners, children with disabilities, and Native Americans; and information on number of hours of training required annually. 10:45 a.m.–10:50 a.m. Health and Safety Training Topics Applicable to child care providers that provide services to children of subsidized families [CCDBG 658E(c)(2)(I) and 45 CFR 98.41(a)(1)]

Early Learning and Development Guidelines (ELGs)

Maintain ELGs that are research-based, Implemented in consultation with the State Department of Education and State Advisory Council, and updated as determined by the state. [CCDBG 658E(c)(2)(T) and 45 CFR 98.53(a)(2)]

Business Technical Assistance Develop and implement strategies to strengthen business practices of child care providers to expand supply and improve quality [CCDBG 658E(c)(2)(V) and 45 CFR 98.16(z)]
11:05 a.m.–11:10 a.m. Homeless Children and Families Provide training & technical assistance on identifying and serving homeless children & their families [CCDBG (658E(c)(3)(B)(i) and 45 CFR 98.51]
11:10 a.m.–11:15 a.m. Child Care Resources and Referral System

Use funds to support system of local/regional child care Resources and Referrals

Local/regional organizations shall:

  1. Provide consumer education
  2. Work with families receiving assistance to ensure families are enrolling in most appropriate child care setting and is of high quality
  3. Collect data and provide info on coordination of services, including special education (619 & part C)
  4. Collect data & provide info on supply and demand in political subdivisions
  5. Work to establish partnerships with public and private entities to increase supply and quality of CC services
  6. Coordinate their activities with activities of state lead agency (CDE) and local agencies [CCDBG (658E(c)(3)(B)(iii) and 45 CFR 98.52]
11:15 a.m.–12:00 p.m. Activities to Improve the Quality of Child Care

Must include at least one of the following:

  1. Supporting training and professional development of child care workforce as in 658E(c)(2)(G), plus
    1. Offering training and professional development … and offering specialized training for child care providers caring for prioritized populations (658E(c)(2)(Q) and children with disabilities
    2. Incorporating effective use of data
    3. Including behavior management

    5. Providing training and outreach to parents regarding children’s positive development
    6. Providing training re nutritional and physical activity
    7. Providing training and professional development re early neurological development
    8. Connecting child care staff to federal and state financial aid to pursue postsecondary training
  2. Improving implementation of ELGs
  3. Enhancing Quality Rating and Improvement System (QRIS) (Input Session on 11/14/16)
  4. Improving supply and quality of child care for infants and toddlers
    1. Establishing/expanding high quality community/neighborhood-based family and child development centers
    2. Establishing/expanding operation of community/neighborhood-based family child care networks
    3. Promoting and expanding child care providers’ ability to provide developmentally appropriate services to infants and toddlers
    4. Developing an infant and toddler component to QRIS
    5. Improving ability of parents to access transparent and easy to understand consumer education regarding high quality infant/toddler care
    6. Carrying out other activities to improve quality of infant/toddler care
  5. Expanding statewide system of child care Resource and Referrals
  6. Facilitating compliance with inspections, monitoring, training, health and safety requirements with state standards
  7. Evaluating and assessing quality and effectiveness of child care programs and services
  8. Supporting child care providers in voluntary accreditation
  9. Supporting state/local efforts to develop high quality program standards re: health, mental health, nutrition, physical activity, and physical development
  10. Carrying out activities to improve quality and for which measurement of outcomes re: improved provider preparedness, child safety, child well-being, or entry to kindergarten
