Executive Summary

In 2005, California Education Code ( EC ) Section 8263.4 was amended to specify that the preferred placement for eleven- and twelve-year-old children would be in an After School Education and Safety Program or a 21 st Century Community Learning Center Program, now referred to as before or after school programs. This report compiled the data collected pursuant to EC Section 8263.4.

Under this section, parents of eleven- and twelve-year-old children who receive subsidized child care services may place their children in a before or after school program for full or part day, depending on availability and family needs, or may continue to receive care through a subsidized child care and development program for all or part of their child care needs.

EC Section 8263.4(b) limits eligibility to subsidized child care services for eleven- and twelve-year-old children to only that portion of the day that care is not available in a before or after school program. Parents must certify in writing when a before or after school program is not available and identify the reason why.

EC Section 8263.4(d) requires child development contractors to collect information when a before or after school program is not available for an eleven- or twelve-year-old child. EC Section 8263.4(g) further requires that child development contractors annually report the amount of savings from child development programs that occur when a child transfers to a before or after school program. The California Department of Education (CDE) must report this information to the Legislature annually. The EC authorizes contractors to retain the savings generated as a result of this implementation to provide services to additional children.

The CDE identified child development contractors that served eleven- and twelve-year old children in subsidized child care and development programs. In June 2006, Management Bulletins containing instructions to contractors for reporting necessary information, including the amount of savings resulting from implementing the changes were provided to all contractors. For fiscal years 2010–11 and 2011–12, child development contractors reported savings of $484,318 and $258,233 respectively.
