Topical Input Sessions

Beginning in February 2015, the California Department of Education will host topical input sessions to receive public and stakeholder input regarding the development of the Fiscal Year 2016–18 CCDF State Plan.

Each State is required to certify it has in effect licensing requirements applicable to child cares services provided within the State, and to provide a detailed description of such requirements and how such requirements are effectively enforced. [CCDBG (658E(c)(2)(I)(i))]

Background Checks States are required to conduct criminal background checks no later than September 30, 2017 for all child care staff members, including staff members who don’t care directly for children but have unsupervised access to children. States are also required to have regulations in place that prohibit the employment of child care staff members who refuse to consent to a background check, knowingly makes false states in connection with a background check, is registered or is required to register on a State or National Sex Offender Registry, or has been convicted of a felony or a violent misdemeanor. Consumer Education

Lead Agencies must establish a user-friendly, easy-to-understand website that includes provider-specific information about health and safety, history of licensing violations and any compliance actions taken, and date of last inspection to promote informed child care choices.

This website must also include a description of regulatory requirements for child care and processes for conducting background check in plain language. The purpose of this website is to provide a single website that provides information about the availability of the full diversity of child care services that will promote informed child care choices, the availability of child care services provided through programs and the quality of providers including, health and safety information to help parents make informed child care decisions. Lead Agencies may link to relevant information from other State agencies (e.g., link to licensing information maintained by State/Territory licensing agency) on this website. [CCDBG 658E(2)(D)]

Quality Activities

  • Set-asides
 Lead Agencies are asked to describe the current status and their goals and plans for implementation of child care quality improvement activities. Lead Agencies are required to reserve and use a portion of their Child Care and Development Block Grant funds for activities designed to improve the quality of child care services and increase parental options for, and access to, high-quality child care. States/territories may provide these quality improvement activities directly, or through grants or contracts with local child care resource and referral organizations or other appropriate entities. The activities should be alignment with a state/territory-wide assessment of the State’s/Territory’s needs to carry out such services and care, and include one or more of the following quality improvement activities. Twelve Month Eligibility Lead Agencies must demonstrate how low-income working parents are protected by ensuring a 12-month minimum period of eligibility regardless of changes in income or temporary changes in the working, education or training status of the parents as long as the family’s income does not exceed 85 percent of the State Median Income for a family of the same size. Payment Practice

  • RMR Survey
The State’s payment practices of CCDF child care providers must reflect generally accepted payment practices of non-CCDF child care providers in the State—so as to provide stability of funding and encourage more child care providers to participate in the subsidy program. To the extent practicable, the State must implement enrollment and eligibility policies that support the fixed costs of providing child care services by delinking provider payments from a child’s occasional absences due to holidays or unforeseen circumstances such as illness. Professional Development and Early Learning Guidelines The State shall describe the training and professional development requirements that are in effect within the State designed to enable child care providers to promote the social, emotional, physical and cognitive development of children and to improve the knowledge and skills of the child care workforce. Such requirements shall be applicable to child care providers that provide services for which assistance is provided. [CCDBG 658E(c)(2)(G)]

Public Hearing Process

As part of the State Plan preparation process, federal law requires the lead agency to convene a public hearing to provide an opportunity for the public to comment on the provision of child care services and quality improvement activities under the Plan before it is submitted to the federal government. In accordance with these requirements, the public hearings will take place at the California Department of Education, 1430 N Street, Room 1101, Sacramento, CA 95814-5901, as follows:

New public hearing dates will be announced in late 2015 when the Office of Child Care releases the CCDF State Plan "Preprint."
