Available Senate Bill 89 Trainings

In 2017, California adopted Senate Bill 89 (SB 89), which created new training requirements for county child welfare workers, juvenile court judges, resource families, foster parents, group home administrators, and Short-Term Residential Therapeutic Program administrators. To meet the requirements, the California Department of Social Services (CDSS) contracted with the California Social Work Education Center (CalSWEC) and developed a training entitled, “Sexual and Reproductive Wellness for Youth in Foster Care.” As required by SB 89, the training addresses topics such as the sexual and reproductive rights of youth and young adults in foster care, duties and responsibilities of the case management worker, how to document sensitive health information in the case plan, contraception methods, and how to engage with youth and young adults. 

The Sexual and Reproductive Wellness for Youth in Foster Care training is available in two formats: a one-day, in person classroom training, and an online E-Learning course.

Classroom Curriculum
The classroom training is available to county social workers, probation officers, and public health nurses and may be scheduled through the four Regional Training Academies.

More information about the Sexual and Reproductive Wellness for Youth in Foster Care classroom training and E-Learning training is available through the CalSWEC toolkit. 

Foster Caregiver and Resource Parent Training 

The CDSS developed a similar training targeted specifically for foster caregivers. Due to the passage of SB 89, training on sexual and reproductive health of foster youth is required to be part of pre-approval training for Resource Families and is one of the available topics that caregivers may choose to receive training on, to fulfill their eight annual hours, post-approval. 

In November of 2018, the CDSS organized a small workgroup to develop this new caregiver training. The CDSS facilitated two in-person meetings and additional reviews of the materials took place electronically. The workgroup included five Foster Kinship Care Education (FKCE) Directors as well as our valued partners from the California Community College Chancellor’s Office.  

This curriculum has been made available to the FKCE programs throughout the state.  The materials are provided here so that any foster caregiver training program may access and deliver this training, free of charge.

    This PPT includes slides for display and the corresponding notes on each slide for the presenter to understand how to present the material.
  • SB 89 Supplemental Training PowerPoint (Spanish Version)
    This PPT includes additional information about addressing sexual and reproductive wellness with LGBTQ, transgender and gender non-conforming youth, as well as victims of sexual exploitation and trafficking.  If training time allows, CDSS suggests also presenting this material, or if time does not allow, it can be shared by handout to any interested trainees who would like to review it later.
