Fresh Success
The Fresh Success program is a part of California’s CalFresh Employment and Training (E&T) program.Currently, Fresh Success is operational in three counties: Sacramento, Santa Clara, and Contra Costa.Fresh Success is a third-party 50% reimbursement program in selected California community college campuses and community-based organizations (“Fresh Success providers”).The Foundation for Community Colleges, under the authority of the California Department of Social Services (CDSS), has responsibility for training, selection, and immediate oversight of participating providers.
The Foundation for California Community Colleges (hereafter referred to as the Foundation) is the official auxiliary nonprofit agency supporting the California Community Colleges’ (CCC) Board of Governors, Chancellor’s Office, and the entire CCC system. The Foundation has an extensive history administering statewide community college-based programs that support at-risk student populations, including programs serving young adults transitioning from the foster care system and families participating in the CalWORKs program.As the State Fresh Success Intermediary Agency, the Foundation works in close coordination with the California Community Colleges Chancellor’s Office, the CDSS CalFresh Branch, and the California Welfare Directors Association, with guidance from the United States Department of Agriculture, Food and Nutrition Service.
Participants in Fresh Success are non-assistance CalFresh recipients who are assessed and assigned to the Fresh Success program.For community college Fresh Success programs, only students taking at least one Fresh Success allowable community college course in vocational training, adult basic education, GED, English as a Second Language, or work experience will be eligible to participate in the Fresh Success program.Fresh Success providers deliver case management services to participating students and provide community resources that support student and client retention, completion, and employability.Participant reimbursements will also be provided and include transportation, required textbooks, and other allowable E&T participant reimbursements.Participation in Fresh Success is voluntary and CalFresh sanctions are not imposed for program noncompliance.
