California Food Assistance Program (CFAP) Overview
History
California provides state-funded food benefits through the California Food Assistance Program (CFAP) for certain qualified noncitizens who do not qualify for CalFresh benefits due to the Personal Responsibility and Work Reconciliation Act (PRWORA) of 1996. In 2021, Assembly Bill (AB) 135 initiated the expansion of CFAP to a targeted, age-based population regardless of immigration status. The Budget Act of 2022 (AB 178) established the age criteria for all Californians who are income-eligible and age 55 years or older, regardless of their immigration status. The CFAP expansion is anticipated to be implemented on October 1, 2027.
Purpose
The goal of CFAP Outreach is to raise awareness about the CFAP expansion, increase CFAP participation in the program, and support continued enrollment among eligible Californians.
Funding
CFAP benefits are state-funded.
