Community Care Licensing Division (CCLD) Public Portal Project
CCLD is undergoing a modernization effort to improve internal licensing databases and interactions with external partners.
As part of this effort, CDSS is actively developing an online portal that will allow the licensing community to electronically interact with CCLD.

The CCLD Public Portal Will Enable
- Account creation and management
- Online submission of new and renewal applications for licensure, administrator certification, training vendor approval, and the Home Care Aide Registry, as well as change of location and change of capacity
- Tracking and payment of most CCLD bill types
- Checking application and background check status
- Uploading documents to CCLD, including Proof of Corrections, Appeals, and Incident Reports
- Online submission of complaints regarding licensed care facilities or facilities operating without a valid license
- Viewing of inspection reports
- Searching for licensed care providers
CCLD is excited to introduce electronic submission options to enhance convenience and efficiency. However, CCLD will continue to accept submissions and payments by mail or in person, so that all users can choose the method that best suits their needs.
Release Schedule
The first release of the public portal is anticipated to be available by Spring/Summer 2026. Two additional releases are planned in late 2026 and 2027, to deliver all the features outlined above.
It is anticipated the Spring/Summer 2026 release will include the following features for current and prospective Administrators, Administrator Certification training vendors, and care providers interested in making payments to CCLD:
Administrators
- Create a CCLD account
- Schedule Certification Exams
- Submit Initial and Renewal Applications
- Submit Course Completion Certificates
Administrator Certification Training Vendors
- Create a CCLD account
- Submit Initial and Renewal Vendor Approval Applications
- Submit Course Approvals
- Manage vendor information and courses
Licensed Care Facilities and Home Care Organizations
- Create a CCLD account
- Track and pay most fees
CDSS is working towards meeting the following anticipated dates:
- Release 1 On-Demand Training ~ Beginning in Spring/Summer 2026
- Release 1 Implementation ~ Spring/Summer 2026
- Release 2 Implementation ~ Fall/Winter 2026
- Release 3 / Full System Implementation Complete ~ by Summer 2027

- Yes, the CCLD Public Portal will offer electronic payments for most CCLD billing and payment needs.
- Will I be able to access and submit licensing forms in the portal?
- Yes, most CCLD business will be available within the CCLD Public Portal.
- Will I be able to apply for licensure, administrator certification, or home care aide registry using the CCLD Public Portal?
- Yes, applicable CCLD applications will be available for submission through the CCLD Public Portal.
- Will I be able to view inspection reports from the CCLD Public Portal?
- Yes, all publicly available licensing inspection reports will be available within the CCLD Public Portal.

- Will I continue to be able to mail in fee payments?
- Yes. Some people may prefer or require traditional methods, so manual submission processes will continue to operate as usual. This ensures that everyone can choose the method that best suits their needs.
