CalWORKs Housing Support Program

Black and white photo of parent and baby The CalWORKs Housing Support Program (HSP) was established by SB 855 (Chapter 29, Statutes of 2014) to assist homeless CalWORKs families in quickly obtaining permanent housing and to provide wrap-around supports to families to foster housing retention.

HSP offers financial assistance and several wrap-around supportive services, including, but not limited to: rental assistance, security deposits, utility payments, moving costs, hotel and motel vouchers, landlord recruitment, case management, housing outreach and placement, legal services, and credit repair.

Counties are required to use evidence-based models and approaches, such as Rapid Rehousing and Housing First, and are required to collaborate with the local homelessness Continuums of Care (CoC). Counties are given flexibility within these parameters to design their own program, based on the needs of their community and individual clients.

In Fiscal Year (FY) 2019-20 CalWORKs Housing Support Program funding increased to $95 million ongoing annually to assist low-income families in obtaining and maintaining housing.

Eligibility/For Whom

CalWORKs recipients who are experiencing homelessness. For HSP, CDSS defines homeless as:

  1. Lacking a fixed or regular nighttime residence; and either
    1. Having a primary nighttime residence that is a supervised publicly or privately-operated shelter designed to provide temporary living accommodations; or
    2. residing in a public or private place not designed for, or ordinarily used as, a regular sleeping accommodation for human beings; or
  2. In receipt of judgment for eviction, as ordered by the court.
