Overview of the CQI Process
ENGAGEMENT WORKFLOW PROCESS
1. Initiation of Technical Assistance
There are two ways the California Department of Social Services (CDSS) System of Care (SOC) team will receive referrals to initiate the engagement process:
- A referral is submitted to the CDSS.
- The CDSS SOC team engages providers based upon quarterly review of data reports.
2. Assessment
After initiation of services, the CDSS will assess the level of engagement needed to support providers and system partners in improving the quality of care that children and young people receive.
- The CDSS will triage and determine the level of technical assistance required.
- The CDSS will complete an assessment, which may include a review of situational alerts, Serious Incident Reports, CWS/CMS Case Files, Law Enforcement Contact Reports, and other available data elements.
- Local system partners, including county placing agencies and other key system partners, may be engaged as needed.
3. Technical Assistance
The CDSS will initiate engagement with providers utilizing a tiered framework:
- Tier 1: Resource Guidance: Making connections to existing support resources, trainings, and webinars.
- Tier 2: Situation Specific Support Engagement: Engagement designed to address specific questions or issues to support in mitigating intermediary quality issues.
- Tier 3: Intensive Systems Engagement: Engagement designed to address systemic, multifaced issues.
4. Feedback & Follow Up
In closing out a referral, the CDSS and advise of an outcome, to include, but not limited to:
- Case closure.
- Further engagement with the provider.
- Continued review of data indicators.
- Tracking outcomes that support permanency for children.
Feedback for the CDSS:
- Providers and stakeholders may be asked to complete a reflection survey.
