Eligibility Reason

The Eligibility Reason information field indicates the reason for determining eligibility for subsidized child care and development services. This is the reason used to determine “eligibility” for services and indicated on the CCD 26 Form.

In accordance with Welfare and Institution Code 12071 (a).(1).(A), children and families are eligible for child care and development services when they meet at least one requirement in each of the following areas:

(i) a current aid recipient, (ii) income eligible, (iii) homeless, (iv) one whose children are recipients of protective services, or whose children have been identified as being abused, neglected, or exploited, or at risk of being abused, neglected, or exploited,(v) one who has a member of its household who is certified to receive benefits from Medi-Cal, CalFresh, the California Food Assistance Program, the California Special Supplemental Nutrition Program for Women, Infants, and Children, the federal Food Distribution Program on Indian Reservations, Head Start, Early Head Start, or CalWORKs or (vi) Program for Severely Handicap

Where to Find It

    Frequently Asked Questions

    • Previously, I reported Means-Tested Government Program as a “Reason for Receiving (Needing) Services”. Now that Means-Tested is under Eligibility Reason, what do I report for Reason for Needing Services?
      • Report the primary reason that subsidized child care services through an agency’s contract are needed by the family as cited in the Welfare and Institution Code (WIC) 10271 (a)(1)(B). This is the primary reason used to determine “need” for services and located on the CCD-26 Application for Services.
