General Child Care and Development (CCTR) FY 2022-23

The California Department of Social Services (CDSS), Child Care and Development Division (CCDD) is administering applications for the General Child Care and Development (CCTR) program funds to provide direct services for California children from birth to age three and for children that are school-aged. Funds are available for both Local Educational Agency (LEA) and non-LEA applicants to provide full-day/full-year services on or after April 1, 2023.

Frequently Asked Questions (FAQ)

  1. How do I submit a General Child Care and Development (CCTR) application for California Department of Social Services (CDSS) Child Care and Development (CCDD) programs?
  2. CCTR Request for Application (RFA) applications are submitted via e-mail at CCTRRFA@dss.ca.gov. Applicants may choose to sign the application with the following methods:
    • Electronic signature
    • Digital signature
    • Physical signature (if scanning the CCTR)
    If the applicant is experiencing difficulties with submitting an application electronically, please contact the CCTR RFA Team at CCTRRFA@dss.ca.gov.
  3. When is the CCTR RFA due?
  4. The application packages must be received in the CCTR RFA inbox on or before 11:59 p.m., March 31, 2023. The PDF file title should include the Agency’s name, followed by “CCTRRFA”.
  5. Will I receive confirmation that the CCDD has received my application?
  6. Yes, the sender will receive a reply from the CCTR RFA team confirming receipt.
  7. We are considering applying for a new Family Child Care Home Education Network (FCCHEN). The application asks for names and information on the family child care programs and staff that will participate. We would like to wait to be awarded the grant and then enroll family child care providers that meet the requirements. Is it possible to list staffing and program specifics as to be determined on the application?
  8. You do not need to supply the names of the provider during the application to supply the provider’s name, and license number before you can receive process; however, you will need your contract.
  9. Although the CCTR RFA gives priority to the 0-3 age frame, can applicants still apply to serve solely school-age children?
  10. Programs with school-age children are eligible for funding, however the priority for funding is ages 0-3.
  11. Currently, I have a contract for 45 children under the California State Preschool Program (CSPP). Will my contract allow me to have 33 Preschoolers and 12 toddlers? I'm asking if the two contracts, CSPP and CCTR, can be combined to equal 45 total? I'm only licensed for ages 2-6 years 48 total.
  12. Yes, you may apply for CCTR in addition to your CSPP contract.
  13. I've been the Program Director for the last 4 years (employed for over 10 years), but do not possess a Bachelor’ degree or the total amount of Early Childhood Education (ECE) units mentioned. Is this mandatory for this application to be processed, as well as the rest of the staff - Teachers needing permits and the total amount of ECE units?
  14. It is not mandatory for applicant to have qualified staff in place during the application process, however, all program staff must be qualified for the position held.  Each program operating two or more sites has a qualified program director.  Each program with more than one site has a qualified site supervisor at each site. Each site has qualified teachers.
  15. On the Program Staffing Plan, Section B: Since the FCCHEN providers will not be employees of our company and the number and ages of children placed the homes will vary, there is no way to establish a salary range for the Providers.  It seems clear from the instructions that the Providers should be listed as Support Services (SS) employees.  Should we just leave the salary range blank?

  17. What is the usual number of children and providers in a FCCHEN?
  18. The number of children and providers in a FCCHEN varies by applicant.
  19. The application asks for the names of the programs we will use and the staff we will use for coaching.  We would like to receive the funds first and then choose our providers and hire the coaching staff.  Is it acceptable to enter “to be determined” on the application form?
  20. TBD for staff is ok but you need to input provider’s names and license number on the application. You do not need to supply the names of the provider during the application process; however, you will need to supply the provider’s name, and license number before you can receive their contract.
  21. We currently have a contract for a Family Child Care Home Education Network that is through CFCC not CCTR. CFCC is another type of FCCHEN.  Our current family child care providers follow title 22 for staffing and ratios. Would family child care providers need to follow title 5 staffing and ratio requirements?
  22. Title 5 ratio need to be followed and this is the requirement for the qualifications for FCCHEN providers and agency support staff.
