SB 855 County Opt-In CSEC Program

  • $19,000,000 plus approximately $10,000,000 in re-appropriation from 2015-16 for updating MOUs, development of multi-disciplinary teams, training, and services
  • $14,000,000 for development of county Memorandum of Understanding/interagency protocols, and services; 35 of 58 counties opted into the program
  • $5,000,000 for protocol development, capacity building for services, and foster youth prevention training

  • Commercial Sexual Exploitation of Children (CSEC) Project:
    Children’s Law Center (CLC) of California
    • 10/01/14 - 06/30/15 $150,000 and 12/1/15 - 6/30/17 $325,000
    • Work with CDSS and the CWC CSEC Action Team to address issues
    • Federally funded with CAPTA funds
    • Entire state
  • Preventing and Addressing Child Trafficking (PACT) Program:
    Child and Family Policy Institute of California (CFPIC)
    • 10/01/14 - 09/30/19, $250,000 per year
    • Federally funded grant through the Administration for Children and Families discretionary funds
    • Develop an interagency, collaborative infrastructure to address CSEC and CLT
    • Pilot Counties:  Alameda, Los Angeles, Madera, Riverside, Sacramento, San Bernardino, San Joaquin, San Luis Obispo, Santa Barbara, and Ventura
