California Food Assistance Program (CFAP)

ACL 99-78 advised that the CFAP program provided for state-funded food stamps benefits for several categories of legal non-citizens who were not eligible for federally funded food stamps benefits. The categories of non-citizens who are not eligible for federally funded food stamps include both certain non-citizens who legally entered the United States before August 22, 1996 and sponsored non-citizens who entered the United States on or after August 22, 1996, but have a dead, disabled or abusive sponsor (see MPP § 63-403 for those who qualify for CFAP).

The CFAP program was initially a time-limited program that was set to expire on September 30, 2001. AB 429 extended the CFAP program indefinitely.
