Paraphrased Regulations

This version of the Notes from the Training Bureau deletes many paraphrased regulations (ParaRegs) from the printed copy of the CalWORKs, food stamps and Medi-Cal sections. At the request of many, we have undertaken to reduce the size of the printed ParaRegs by removing duplicate, obsolete and seldom-used ParaRegs. This change will not affect laptop users who will continue to have access to all the ParaRegs that previously were in the printed copy. (The code numbers for the ParaRegs which have been deleted in the printed version begin with an "S" in the laptop version).

In addition to the above, there are three additional changes: two regulations have been added (062-2A and 438-5B) and one has been revised (437-4A).

In order to streamline the printed copy of the ParaRegs, many ParaRegs that appeared in multiple sections were deleted from one section. Estoppel ParaRegs (in section 209) not specific to food stamps were deleted because they already appear in the CalWORKs section. Real property ParaRegs in CalWORKs (090s) and Medi-Cal (490s) that addressed general property concepts and are not specific to real property were deleted because they appear in the applicable personal property section. Several references to All-County Letter 03-18 regarding quarterly reporting were deleted from the food stamp section (227) because they appear in the CalWORKs section (026).

ParaRegs will continue to be deleted from the printed copy of the ParaRegs on an ongoing basis. Many ParaRegs that were candidates for deletion from the printed copy were left in. If any judge thinks that additional ParaRegs should be deleted from the printed version, please notify the Quality Improvement Bureau of the specific ParaRegs that you suggest to be deleted.
