MPP §42-794 states that an individual is exempt from GAIN participation if he/she is residing in a location so remote from a GAIN activity so as to preclude effective participation in GAIN.

Per stipulation in Muradyan v. Anderson, the remoteness exemption applies to GAIN orientation as well as to other GAIN activities.
