CDHS ACWDL 97-40 -- October 14, 1997 (Synopsis): Former SSI/SSP "No Longer Disabled" Children

Certain children who had previously received SSI/SSP benefits lost those benefits on or after July 1, 1997, because Social Security redefined disability more strictly in cases involving children and determined that the impacted children did not meet the new definition of disability. This change in the definition of childhood disability was part of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA).

These children who were discontinued from SSI/SSP were grand-fathered into Medicaid effective July 1, 1997. They will be called the PRWORA No Longer Disabled Children Group (PRWORA NLDC). Children in this group are entitled to full-scope $0 share of cost Medi-Cal as long as they have not attained age 18 and remain eligible for SSI/SSP but for the loss of their disability. This entitlement continues even if there is a break in coverage.
