E&T Program Development
CalFresh E&T Annual Plan
The CDSS is required to submit an E&T Annual Plan to the United States Department of Food & Agriculture, Food and Nutrition Service (FNS) by August 15.  The CDSS receives the authority and funding to administer the CalFresh E&T program upon approval by FNS.  The CDSS delegates the planning, implementation, and operation of CalFresh E&T to counties.  Each county designs its own program to incorporate and identify activities, provides participant supportive services, and selects partners, including state partners.  In addition, the CDSS may enter into agreement with tribal organizations and state partners who operate across the state in coordination with counties.
The CalFresh E&T Annual Plan is comprised of all locally administered and state partner plans.  All plans must include CalFresh E&T program components to be offered, detailed estimations of participant counts, and associated administrative and supportive service costs.  All entities responsible for the administration of the CalFresh E&T program must submit a CalFresh E&T Annual Plan to the CDSS in order to secure funds for the following Federal Fiscal Year (FFY).
For more information regarding CalFresh E&T Annual Plan process, please see the linked All County Welfare Director’s Letter (ACWDL) below.

CalFresh E&T Annual Training
CalFresh E&T hosts an all-county annual training for counties with established or prospective E&T administrators to provide employment and training services to participants.  The intent of the annual trainings is to connect counties to additional resources, highlight counties' projects throughout the year, and provide additional training to counties on recent regulation changes.  This year's annual training was virtually held on two days, November 30, 2021 and December 1, 2021.  If you would like more information, please contact us via email at CalFreshEandT@dss.ca.gov.
