Assembly Bill (AB) x4 4: County Reengagement Sequencing Plans

Welcome to the County Reengagement Sequencing Plans website. AB X4 4 Short-Term Exemption County Reengagement Sequencing plans include the dates reengagement will begin in the counties and brief descriptions of how counties have grouped their reengagement populations for sequencing.

Senate Bill (SB) 1041 (Chapter 47, Statutes of 2012) requires counties to reengage CalWORKs recipients who were exempt from WTW requirements as a result of Assembly Bill (AB) X4 4 (Chapter 4, Statutes of the Fourth Extraordinary Session of 2009). This short-term exemption was for recipients with one child, 12 to 23 months of age, or two or more children under age six. This exemption ended on December 31, 2012, and is no longer available. Individuals who qualified for the exemption during December 2012 will not be required to participate in WTW activities and will not have months count against their time on aid until the county reengages them. Counties have until January 1, 2015, to reengage those individuals who qualified for the exemption during December 2012.

Reengagement is defined in SB 1041 as the development of a WTW plan in accordance with Welfare and Institutions Code (WIC) Section 11325.21 and the provision of necessary supportive services pursuant to WIC Section 11323.2. Counties have flexibility in determining the pace and sequencing of reengagement in order to best meet the needs of each county and the individuals the county serves.
