1996 AFDC Regulations

Passage of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 had a profound effect on AFDC-FC eligibility. ACL 98-01 instructed counties to “maintain their current AFDC regulations separate from the new CALWORKS regulations…” Accordingly these regulations are posted for your use below.

At no time is it acceptable to use California Work Opportunity and Responsibility to Kids (CalWORKS) regulations to make federal AFDC-FC eligibility determinations.
