Laws and Regulations

Welfare and Institutions Code (WIC) includes the statutes governing subsidized child care and development programs, as outlined below:

  • WIC Section 10200 – 10206 includes provisions related to the transfer of child care programs to the California Department of Social Services (CDSS).
  • WIC Section 10207 – 10490 includes provisions related to the child care and development programs administered by CDSS.
  • WIC Sections 11320 – 11329.5 includes provisions related to California Work Opportunities and Responsibility to Kids (CalWORKs) Welfare-to-Work activities.

The Eligibility and Assistance Standards contains the CDSS Manual of Policies and Procedures (MPP) for CalWORKs Stage One child care program: MPP, Chapter 47-100 through 48-005.

The California Code of Regulations is a publication of regulations adopted by state agencies. The regulations below are related to child care requirements, education, and health and safety.

Additional Requirements:

Health and Safety Code Sections 1596.60 - 1596.68 cover the health and safety provisions related to provider registration and the TrustLine provisions.
