Program Reporting

The TCVAP client count survey is collected from the counties in partnership with the California Welfare Directors Association twice a year.  These caseload reports provide the necessary caseload data needed to compile allocations for the TCVAP.  Allocations cover the costs of administering the TCVAP in addition to the services provided through the TCVAP.  All counties are encouraged to provide a TCVAP caseload report in order to receive proper funding.  Funding is based on county reported caseload information then is distributed based on each county’s percent to total of the TCVAP client count survey results.  Information on the TCVAP client count survey can be found below.

TCVAP Caseload Report

The TCVAP client count survey was put into place to collect caseload data. It will continue to be necessary to request this information until the automated systems in the counties (CalWIN, C-IV, and LEADER) are fully programmed to allow the RPB to retrieve these counts electronically through the Medi-Cal Eligibility Data System. The caseload report is due twice a year in February and August.  Each report collects data from the following time frames:

  • February, July 1 – January 31 (6 months)
  • August, July 1 - June 30 (1 year)

Caseload Report Instructions

The RPB is requesting that the counties report how many cases, per month, they have served in the following categories:

  • TCVAP Cash Assistance for Trafficking Victims;
  • TCVAP Cash Assistance for Domestic Victims/Other Crime Victims;
  • TCVAP CalWORKs for Trafficking Victims;
  • TCVAP CalWORKs for Domestic Violence/Other Crime Victims; and
  • TCVAP Non Cash-Aided Victims.

Each category is in an individual worksheet tab and contains specific instructions on how to be completed.  Please work closely with the TCVAP program and fiscal staff at the county level to coordinate a response.

Best practices

Counties have developed different collection practices to better streamline the data collection process and insure more accurate results.  Counties have found that the following practices help cut down the time it takes to create this report:

  • Collect TCVAP caseload data every quarter
  • Create a specific flag for TCVAP cases
  • Document the types of forms a TCVAP client would provide to receive benefits (i.e. USCIS forms, letters, continued presence, etc)  Query for cases that contain those particular forms.
