CalFresh E&T Program Development

CalFresh E&T Annual Plan

The CDSS is the state agency responsible for the oversight of the CalFresh E&T program which is voluntarily administered through County Welfare Departments (CWDs).  The CDSS delegates the planning, implementation, and operation of CalFresh E&T to CWDs.  In addition, the CDSS may enter into agreement with tribal organizations and state partners to administer CalFresh E&T programs across the state in coordination with CWDs. Each CWD designs its own program, determines activities, provides participant supportive services, and selects partners, including state partners. 

Additionally, the CDSS is required to oversee and monitor entities responsible for the administration of the CalFresh E&T program.  As such, the CDSS must review and approve each CalFresh E&T Plan.  Approved plans are incorporated into the CDSS E&T Annual Plan, which is submitted to the United States Department of Agriculture (USDA), Food and Nutrition Service (FNS) each fiscal year for review and approval.  Entities responsible for the administration of CalFresh E&T cannot implement programs until California’s state plan has been approved by the FNS.  For more information regarding CalFresh E&T Annual Plan process, please see the linked All County Welfare Director’s Letter (ACWDL) below.

CalFresh E&T Partnership Forums

CalFresh E&T hosts Partnership Forums with representatives from CWDs, Tribal Organizations, state partners, non-profit service providers, community colleges, policy advocates, and more.  These forums highlight opportunities, resources, trends, and other issues with programmatic impact for CalFresh E&T participants across human service, education, workforce development, and other organizations serving similar populations. 

CalFresh E&T Annual Training 

CalFresh E&T hosts an all-county annual training for counties with established or prospective E&T administrators to provide employment and training services to participants.  The intent of the annual trainings is to connect counties to additional resources, highlight counties' projects throughout the year, and provide additional training to counties on recent regulation changes.  If you would like more information, please contact us via email at CalFreshEandT@dss.ca.gov.
