COMMUNITY CARE LICENSING DIVISION (CCLD)

If someone believes that there is a violation of the licensure requirements, the most appropriate way to handle this is to go through the formal process of submitting a complaint through the CCLD Complaint Hotline so that it can be properly documented and investigated by licensing staff in that regional office. The complaint hotline phone number is 1-844-LET-US-NO (1-844-538-8766) and the email address is letusno@dss.ca.gov.

CCLD TECHNICAL SUPPORT PROGRAM (TSP)

A non-enforcement program of the CCLD and provides services and products to help providers meet licensing requirements.

CDSS CHILD/YOUTH SPECIFIC TECHNICAL ASSISTANCE CALLS

CDSS SOCIAL WORKER (AB1978) HOTLINE

Social workers can report concerns regarding a county child welfare agency practices, policies, or procedures that endanger the health, safety, or well-being of children. Reports of concern can be made by calling the hotline at 1-844-796-6283 from 8 am to 5 pm, Monday-Friday, excluding holidays. Reports can also be made by providing a detailed email and sending it to the AB 1978 Hotline mailbox at AB1978Hotline@dss.ca.gov.

FOSTER CARE OMBUDSPERSON

The Foster Care Ombudsperson:

  • Provides a voice to speak and act on behalf of foster children and youth.
  • Acts as an independent forum for the review and resolution of complaints made by or on behalf of children in foster care regarding their care, placement, and services.
  • Provides children and youth with information on their rights when placed in foster care.
  • Maintains a toll-free telephone number which foster children and youth, or any concerned adult may call from anywhere in California to express their concerns and complaints.

The Foster Care Ombudsperson toll free hotline is 1-877-846-1602 or concerns can be submitted by e-mail to fosteryouthhelp@dss.ca.gov.

The Office of Tribal Affairs (OTA) has the primary responsibility of building better government-to-government relationships with the California Department of Social Services and California Indian Tribes, Counties and Tribal Governments, as well as working with Native American stakeholders.
